Choosing the Correct ICD Service

ICD’s mission is to provide complete, consistent and accurate educational evaluations of your educational credentials, in terms of their U.S. comparability. The type of evaluation you will need is highly dependent on both your recipient and the content needed to be provided in the evaluation report.

We recommend that you consult with your recipient and/or recipient’s websites for the full details of what is required.

Here is a brief description of each service:

The General Statement (GS) includes a general United States comparability of foreign education credentials. Upper secondary and above educations may be evaluated.

These evaluations are commonly done for those seeking employment or academic admission, but can also be done for immigration, licensing, and certification purposes.

This is our most basic evaluation type, and does not include credit or GPA components. Only completed educations may be evaluated, not individual courses.

The Course By Course (CBC) includes a general United States comparability of foreign education credentials as well as a suggested US Grade Point Average (GPA) and suggested US credits and US grades for each course on the transcript. Only tertiary educations may be evaluated.

These evaluations are commonly done for those seeking academic admission, but can also be done for employment, immigration, licensing, and certification purposes.

The United States Department of Veterans Affairs – RN Credentials Evaluation (USDVA) includes a general United States comparability of foreign education credentials, specifically for nurses seeking employment with the United States Department of Veterans Affairs.

The National Certification Commission for Acupuncture and Oriental Medicine (NCCAOM®) Credential Assessment is for those with education outside of the United States seeking NCCAOM certification.

The Athletic Rehabilitation Therapy Ireland (ARTI), the British Association of Sport Rehabilitators (BASRaT), the Board of Certification for the Athletic Trainer (BOC), and the Canadian Athletic Therapists Association (CATA), require athletic trainers/therapists and sport rehabilitators already credentialed in their jurisdictions to complete an international credentials evaluation with ICD as part of their application for certification or registration in Ireland, the United Kingdom, the United States or Canada.

The Physical Therapist Credentials Evaluation (PT) is for physical therapists seeking to be licensed in the United States. The evaluation report includes US comparability of the education, whether one is licensed to practice in the country of their education, and Course Work Tool (CWT) assessment.

The Physical Therapist Assistant Credentials Evaluation (PTA) is for physical therapists seeking to be licensed in the United States. The evaluation report includes US comparability of the education, whether one is licensed to practice in the country of their education, and PTA Tool assessment.

The Massage Therapist Credentials Evaluation (MT) is for massage therapists seeking to be licensed in the United States.

The Occupational Therapist Credentials Evaluation (OT) is for occupational therapists seeking to be licensed in the United States.

ICD Standards and Policies

While ICD maintains a permanent record of all applicants’ names and service histories, it is not a permanent repository of applicant documents. ICD’s document retention policy is as follows:

  • All documents submitted, including transcripts, become the property of ICD and cannot be returned to you. Do not send original diplomas, degrees, certificates, registration or licenses.
  • Documents submitted by an applicant to obtain a ICD service will be destroyed three years from the date of the applicant’s last submitted order.

It is ICD’s policy to not disclose any information to a third party regarding an applicant’s order status or the information contained in an applicant’s files. This policy is to ensure that an applicant’s privacy is maintained throughout the application process.

If you, the applicant, would like a third party to contact ICD on your behalf such as a relative, a lawyer, an employer, or a recruiter, we require that you enter their information as an authorized representative on your ICD Portal. You can add and view your authorized representatives at any time. Revocation of authorization must be submitted in writing to ICD.

  1. What is ICD’s information privacy policy? As part of ICD’s information policy, ICD will not disclose any information to any third party regarding an applicant’s order status or the information contained in an applicant’s files.
  2. What if I want a third party to contact ICD on my behalf? If you want a third party to contact ICD on your behalf, you must enter their information as an authorized representative on your ICD Portal.
  3. After I enter an Authorized Agent on my ICD Portal, how do I proceed to correspond with ICD? Once you add someone as an Authorized Representative, the third party automatically becomes your authorized agent to receive and send all future correspondence on your behalf.

ICD works to ensure that all foreign-educated professionals are recruited in a fair, ethical, and transparent manner for employment in the United States regardless of their ethnicity, race, or nationality.

A written request to appeal must be submitted to ICD within 30 days from when the report was issued. If your appeal request is granted, you will receive further information about the appeals process and charged a fee of $500, which is refundable if the Appeals Committee finds in favor of your appeal.

Do not submit payment for an appeal until your request for an appeal has been granted and you have received more information about the ICD Appeals process.

General Questions

Please use the ‘Service Selector’ to select the ICD service best suited for your needs and navigate to your Shopping Cart to purchase it. After payment you will have access to the Application Status Tracker, where you can view all requirements and forms associated with your evaluation.

Please log in to your ICD account, and select the blue ‘View Requirements’ button next to your order. This will allow you to see all requirements needed for your order. Please also visit icdeval.com/requireddocuments to see further details for each requirement type.

ICD only accepts credit cards as a payment method. For each of our services, you can complete an application and make a payment online using your credit card. ICD accepts:

  • Master Card
  • Discover

If your school has closed or is no longer operating, contact the ministry of education, ministry of health, or other appropriate government agency to locate where your school has transferred your records.

This is highly dependent on a number of factors, including the time it takes for ICD to receive your educational documents from your school. To expedite this process, we now offer a way of digitally accepting educational, licensure, and certification documents through CGFNS, our parent company. If ICD has received your documents, this will be reflected in your Applicant Portal. If a requirement reads ‘Documentation Needed’ next to it, we have not yet received it.

General Statement Credentials Evaluation

This is highly dependent on what your school needs to see on your evaluation report. Many schools require suggested U.S. credits, grades, and a GPA, which would constitute needing a Course-by-Course instead of a General Statement. We recommend contacting your school to determine exactly what needs to appear on your evaluation report.

Yes. The General Statement Credentials Evaluation is the only evaluation type where upper secondary/high school education will appear on the final report.

Course by Course Credentials Evaluation

International hours and credits are converted for U.S. comparability as part of the evaluation process.

Yes; ICD remains one of the evaluation companies on the list of Credentials Evaluation Services compiled by the California State Bar. ICD is a member of NACES (the National Association of Credential Evaluation Services), requires certified credentials, and provides complete information that includes courses, U.S. unit/hour equivalent, U.S. grade equivalent, and a summary of U.S. degree equivalency on our CBC evaluations.

Each college and university has its own requirements for accepting credits completed outside the United States. ICD’s evaluations are advisory only and each school makes its own decision on credits.

United States Department of Veterans Affairs – RN Credentials Evaluation

No. ICD only sends the completed ICD evaluation report to your VA recipient.

National Certification Commission for Acupuncture and Oriental Medicine (NCCAOM®) Credential Assessment:

ICD does not license individuals; ICD only evaluates international education as one piece of the licensure process. Applicants should apply to NCCAOM before receiving their ICD NCCAOM evaluation report, and may do so here: https://www.nccaom.org/online-portal-landing-page/

The National Certification Commission for Acupuncture and Oriental Medicine (NCCAOM) is a U.S.-based organization that validates entry-level competency in the fields of Acupuncture and Oriental Medicine through a certification process that includes an exam. NCCAOM certification is required for licensure in 46 states and the District of Columbia.

NCCAOM performs credential assessments for applicants educated in the U.S. and manages the exam for all applicants, while ICD performs credential assessments for NCCAOM applicants educated outside of the U.S.

International hours and credits are converted for U.S. comparability as part of the NCCAOM evaluation process. Please ensure to apply with NCCAOM so that you may be guided through the next steps in the certification process once your ICD NCCAOM evaluation report has been issued.

Credentials Evaluation for the Association of Canadian Psychology Regulatory Organizations (ACPRO):

ICD does not license individuals; ICD only evaluates international education as one piece of the licensure process. Contact the Canadian jurisdiction that you wish to practice in and apply after receiving your ICD ACPRO evaluation report.

All participating jurisdictions automatically have access to your evaluation report and all submitted documents once your status reads ‘Report Issued to Recipient’.

Credentials Evaluation for Athletic Trainers / Therapists and Sport Rehabilitators:

Physical Therapist / Physical Therapist Assistant Credentials Evaluation:

If your evaluation report stated deficiencies in your education, you may remedy these deficiencies by taking courses in the subject areas you were found deficient in, and then apply for a re-evaluation with ICD. ICD will hold your previously submitted documents for three years from the date of your last submitted order.

Courses taken must be from an accredited college or university and must be passed with a U.S. grade of C or above. Please note that you do not need to enroll in and earn another degree in physical therapy in order to remedy deficiencies; you may take non-degree seeking courses. Courses may be done online or in person, and may be from US or international institutions.

As part of your Physical Therapist/Physical Therapist Assistant credentials evaluation with us, ICD requests your FSBPT (Federation of State Boards of Physical Therapy) ID number for ours and FSBPT’s records.

Only post-secondary/tertiary physical education programs can be evaluated. Any physical therapy education that has been combined with secondary education will not be evaluated or included on the evaluation report.

Massage Therapist Credentials Evaluation:

ICD does not license individuals; ICD only evaluates international education as one piece of the licensure process. Contact the board of massage therapy of the state you wish to practice in for further information on the licensure process.

This form is required- ICD cannot complete your Massage Therapy evaluation without it being filled out by your school.
